- 中文摘要: 在考量永續發展的前提下,河川流域水管理問題的決策是非常複雜且具挑戰性。本研究發展了一套有效且實用的河川流域水管理決策理論與程序;並根據該理論與程序發展出一套有用且具使用者親和性的河川流域水管理決策支援系統。該系統包含資訊管理、模式管理及決策等三個子系統,同時可執行流域系統之土地利用規劃、需水量調配及水質管理等事宜;也可以用來評估河川流域系統之水環境承載容量。根據案例研究(以中港溪為案例)結果得知,所發展的河川流域水管理決策支援系統是可以擬定有效的河川流域水管理策略;而且計算出的水環境承載容量可做為資源限制條件以確保水土資源之利用不致影響河川流域的永續發展。
- 英文摘要: In considering of sustainable development, the decision-making of a river basin water managementproblem is very complicated and challenging. In this study, an effective and practical decision makingtheory and procedure was developed for river basin water management problems. Based on the theoryand procedure, a useful and user friendly river basin water management (RBWM) decision support systemwas also developed as a decision making tool. The RBWM is composed of an information management,a model management, and a decision making subsystems. It can be used to carry out, simultaneously,the tasks of land use planning, water demand allocation, and water quality management of a river basinsystem. The decision support system can also be used to assess the carrying capacity of a river basin,which is defined as water environment carrying capacity (WECC) in this study. The Chung-Kang riverbasin, located in northern Taiwan, is used to illustrate the capability of RBWM. The results indicate thatRBWM can be used to generate a set of satisfactory river basin water management strategies. Furthermore,the WECC obtained with RBWM can be used as a resource constraint to ensure that the utilization ofwater and land resources will not affect the sustainable development of a river basin.
