- 中文摘要: 教育補助制度的目的在取長補短,拉近城鄉之間的距離。其成功與否,端賴其制度是否具有公平性。本研究以省教育廳補助各縣市教育經費為例,分析72年至82年之資料。研究結果發現:(1)Gini係數顯示補助制度尚具靜態水平公平,但Shorrocks係數所代表的流動性測度趨近於零。(2)相關分析顯示尚具垂直公平。(3)集群與ANOVA分析發現「教育補助優先區」確有設立之必要,尤其在西部沿海之彰、雲、嘉三縣。(4)補助刺激效果正負交錯,代表補助政策往往搖擺不定,鮮少有明確規則可循。
- 英文摘要: This article focuses on the educational equity of the provincial aid policy for local government.Data from 1983 to 1993 were analyzed and the results indicated that: (1)a horizontal equity was partiallysupported by Gini index but the mobility measure by Shorrocks index was found near to zero; (2) a verticalequity was partially supported by correlation analysis; (3) it is necessary to set the educational subsidypriority area, especially for the finanally disadvantaged local counties along the west coastline; (4) thestimulation effects of the educational aid remains equivocal and needs further analysis.
