耗竭性資源之最適開發規劃

耗竭性資源基於其量數為固定無法增加之特性,每使用一單位即減少一單位,在開發利用上尤項注意規劃,每一單位均應作最有效之運用。本文就經濟之眼光討論開發規劃之數量分配問題,計算在固定開發期間內,每階段所應開發之量,以使金錢上之收益達於最高。文中首先將此規劃問題寫為非線性規劃之形式,再利用 Kuhn-Tucker 條件式導出一簡便之反覆求解方法,最後再以花蓮清昌山礦區之白雲石礦作一簡單之計算說明。

The character of exhaustible resources isthat the amount is fixed and cannot be increasedor reproduced. Every one unit exploited causesthe inventory to be one unit less. Hence theexploitation plan should be carefully studied tothe best use of every unit of the resource. Thispaper discusses the amount allocation in exploi-tation from the viewpoint of economics. Bycalculating the optimal amount to be exploitedat each stage in a fixed exploitation period tomaximize the money income, first, the problemis formulated as a nonlinear programming one;then, an iterative solution method is derivedfrom the Kuhn-Tucker conditions of the nonli-near programming problem. Finally, an exampleis used to illustrate the solution method proposedin this paper.
