- 中文摘要: 「1997臺灣教育長期研究」的主要目的,在於蒐集和教育現象有關的全國代表性的大量資料,以供學術界和教育決策單位使用。它是一個涵括影響學習的四大因素群(學生、家長、教師、學校)和跨越六年時問的教育研究資料蒐集計畫。本先期研究則提供國內外相關文獻的分析、整理,以及研究架構的擬訂工作。 本先期研究共蒐集53篇和教育有關的學術期刊論文及碩博士論文,針對五項指標進行分析:所蒐集的資料變項是否涵蓋上述四大因素群的各面向,資料是否能有效地評估變項間的因果關係,樣本是否能代表臺灣地區,社經地位、族群和地域的資料蒐集與測量方式是否適當,所編製各項量表的評估、修正與運用是否適當。分析後發現,固然這些研究還是發現或印證了許多和學習相關的變項,但變項間確實的因果關係卻不清楚;又由於資料蒐集涵括性之不足,測量與抽樣方法的不同和不足,使所得到的種種不同研究發現,無法累積、比較、及綜合分析。因此也就無法藉著這些研究成果來判斷臺灣地區影響學生學習的重要因素,也無法對臺灣社會的教育結果和變遷過程進行總體性的描述和分析。這使得研究發現對於理論假設的檢證或修正之意涵變得很模糊,也不容易根據發現對實務面的教學工作或政策制定提出可靠的建議。 本先期研究建議,參考美國全國教育統計中心(NCES)所進行的各項教育調查和國內中研院的社會變遷調查研究的方式,成立一個專業組織來統籌全國性的教育調查研究工作,以改善個別研究各自為政且個別的資料品質又未見理想的情形。「1997臺灣教育長期研究」,可視為該項調查研究工作的起步。本先期研究根據美國1988全國教育長期研究(NELS: 88)的調查,和對近年來臺灣教育研究的綜合探討後,提出「1997臺灣教育長期研究」的研究架構、調查內容大要、研究流程、和工作體等建議。
- 英文摘要: The main objective of the "1997 Taiwan Education Longitudinal Study" is to produce a comprehensivedata set of educational phenomenon on Taiwan. It will consist of four component factors which affect learningamong school children (student, parent, teacher, and school),over a six year period. The intention of thispreliminary study is to review related published literature in the field of education on Taiwan, and to design aframework for the proposed longitudinal study. A total of 53 articles were reviewed and critiqued in terms of (1)the comprehensiveness of variablesinvolved, (2) the capacity of exploring cause-effect relations, (3) the representation of sample population, (4)the availability and quality of variables of SES, ethnical groups, and geographical areas, and (5) the validity ofthe measurement instruments employed. The results are discouraging. While some variables relating toeducational processes and outcomes have been identified, few research studies explored the cause-effectrelationships of the variables. In addition, the lack of critical common variables, the difference or inadequateuse of sampling procedures, and the weakness of measurements all contribute to the difficulty of accumulatingand comparing the results of the studies;all of which dilutes their validity toward describing and synthesizingthe educational processes, outcomes and changes taking place in Taiwanese society. In summary, the literaturepool fails to contend, amend, or supplement critical theoretical assumptions; and perhaps more worrisome, itfails to provide a sound base for reliable suggestions for the development of educational policies and practice. In order to enhance the overall quality and validity of educational research data, we suggest that, in thelong term, Taiwan should establish a professional institute to direct and coordinate national educationalsurveys and manage the educational research data sets. In this vein, the "1997 Taiwan Education LongitudinalStudy" proposes to create the first stage of a foundation capable of launching the research data sets. Theframework of the study, the content areas of base year survey, the working procedures, and the organizationof working body are all proposed for further refinement.
