- 中文摘要: 九○年代起,「教育品質」及「績效責任」已成為高等教育研究的中心課題。本研究目的即在參酌先進國家建立高等教育表現指標的經驗,並衡量我國高等教育機構的獨特特性,以建立表現指標的基本架構及模式;其次,利用得懷術(Delphi)對學者專家進行調查,經由實證的方法建立適合於我國的高等教育的表現指標可行模式;最後,根據分析結果,提出建立與改進我國高等教育表現指標可行模式之建議。 研究樣本包括六四位大學行政主管及專家學者,分為專家組及一般組。利用自編之「高等教育表現指標調查問卷」為工具,採得懷術前後二次調查樣本對每一表現指標在可行性及測量層級二項目上之意見,第二次回收之調查問卷,使用柯史二樣本無母數檢定為方法,對二組樣本意見之差異性加以分析。最後根據分析結果,將模式加以修正,以建立一套可行的高等教育表現指標。 本研究主要研究結果,除將各國建立表現指標之經驗的主要結果,以及我國高等教育表現指標現況及缺失加以分析外,根據實證調查結果,將本研究所提出之適合於我國高等教育的表現指標可行模式修正為一○一個指標,並將每一指標之理想測量層級予以確定;同時,分析結果也證實本研究所提出之修正模式具有相當高之信度。最後,根據研究結果,本研究提出我國建立表現指標之改進建議。
- 英文摘要: The 1990s may become known as `the decade of quality', in the same way that accountability hasbeen one of the central concerns of higher education. The purposes of this study were, firstly, to con-struct that framework of performance indicators for higher education by considering the actual conditionsof the developed countries and the distinctive characters of the above framework by empirical Delphitechnique. Lastly, to propose a practicable performance indicators model in higher education of Taiwan. The empirical analysis of this study was based on Wang(1993). Subjects were 64 administrative de-cision-makers and experts. The questionnaire had been send to them by mail twice for interviewing theiropinions. These opinion were be analyze by Kolmogorov-Smirnov two-sample test for revising the frame-work of performance indicators. The major findings of this paper are as follows:1. There were five shortcomings in the establishment of Taiwan's Performance Indicators model in higher Education.2. The practicable evaluation model includes 101 performance indicators and the measurement unit or level of them were different.3. These results confirm that practicable model was valid and reliable, it can discriminate the different quality level and accountability for Taiwan's universities. According to these findings the author postulated some suggestions for managing the universities,and to improve the performance indicators model in higher education of Taiwan
