- 中文摘要: 經濟自由化為世界性之潮流,在台灣可謂方興未艾。郵政總局面臨民間企業競爭的壓力日增,主管當局應如何重新制定郵政事業的定價策略,為一值得探討的課題。本研究嘗試在現有產業政策架構下,討論台灣郵政費率管制可能改善之空間。構建了「考慮競爭之次佳服務別尖峰定價」理論模式,以其做為郵政資費訂定之立論基礎,並推導郵局郵政服務資費公式。依據資費公式,代入成本與需求彈性資料,模擬核算目前郵資之改善空間。模擬結果顯示,郵局在相同的毛利潤水準下,以及民間業者各種不同利潤成數情況下,由目前郵資水準,改依一般化服務別尖峰定價公式所核算之郵資時,社會福利將呈淨增加之現象,增加之額度約在新台幣5,600百萬元至9,600百萬元之間,為總收入的33.5%至57.8%。顯示一般化服務別尖峰定價規則,是一值得有關單位參考的郵政資費定價公式。同時本研究亦研提在各種不同利潤水準下之價格替選方案。
- 英文摘要: Economic liberalization is a world wild trend, Taiwan is no exception. The postal service in Taiwanhas facing increasing competition from the private sector in recent years. It is an urgent task for postalservice authority to revise its pricing strategy in order to respond to such competition. This paper attemptsto discuss the possible scenarios of postal rate improvement for Taiwan under the current industrial policyframework. Based upon our proposed pricing model of“Service-differentiated Peak-load Pricing withPartial Competition,”we simulated how the Post Office would adjust its fees in responds to private com-petition under various different pricing strategies. From the simulation resultes we found that: under thesame gross profit, if the post office changes its current pricing criterion and uses the formula for peakload pricing of general postal services to set postage rates, the net consumer surplus would increase byNT$5.6 to 9.6 billion, which constitute 33.5% to 57.8% of the total revenue of the Post Office.
