台灣林業發展計畫與模式研究

本研究主要目的,在綜合研討與系統分析林業發展於經濟發展中之任務以及林業發展對於增進國民福利之效果。針對國民需求與生活素質改進之大前提,論述林業發展對國民經濟福利與社會總福利上提供最適貢獻之方式與決策程序問題。 研究內容,包括台灣林業發展之回顧,林業發展之基礎與環境、林業發展之經濟特性與意義,林業發展對社會總福利之貢獻,林業發展政策與評價準則,林業經濟發展之設計與重要問題,以及各級體系決策模式之研擬等。 文中就台灣林業發展計畫中各級體系目標及決策程序方面,研擬三個決策模式,對於國有森林資源總體系方面,研擬一依目標為導向之描述的決策模式(A Goal-oriented DescriptiveDecision-making Model);對於林木經營次級體系(Timber Management Subsystem)及森林遊樂經營次級體系(Forest Recreation Subsystem)分別導出其概念化結構之模擬模式(A Conceptualizational Simulation Model),應用依體系為導向之邏輯流程圖(ASystem-oriented Logical Flow Chart)明示其各種關聯及決策程序。

The purpose of this study is directedmainly toward a comprehensive examinationand system analysis of the role of forestrydevelopment in national economy and theeffectiveness of forestry development tothe increase of total societal well-being.Based upon the changing role of forestproducts in modern society and upon thepremise of best quality of life, this studydiscusses the pattern and the optimalcontribution of forestry development to theprogress of economic welfare and totalsocial welfare of a nation. Topics studied in this paper cover:(1) Review of past development of forestryin Taiwan, (2) Bases and environment offorestry development, (3) Characteristics andmeanings of development economics of for-estry, (4) The socioeconomical views of thecontribution of forestry development, (5)Implications for forestry developmentpolicy and evaluation in line of economi-cal and social benefit criteria, (6) Cur-rent problems and the planning of fores-try development, and (7) Formulation ofthe models for different levels of systemobjectives and development procedures. Three models have been developed asillustrations, and they are: (1) a goal-orien-ted descriptive decision-making modelfor the total forest resources system, (2)a conceptualizational simulation model fortimber management subsystem, and (3) aconceptualizational simulation model forforest recreation subsystem. In the firstmodel where a symbolic form is used,maximizing the sum of the weightedvalues of all the forest resources subsy-stems is its objective function. For theother models, system-oriented logical flowcharts are developed to outline a concep-tual framework and the analysis andevaluation of complex systems.
