- 中文摘要: 運輸計劃評估是多準則決策問題,由於資訊的缺乏,或者人類思考的限制,使得運輸計劃評估經常面臨模糊或不確定的問題。然而Saaty的AHP法並沒有使用模糊理論來處理模糊資訊。為了解決處理此問題,本文使用模糊度量理論,提出一新的而且簡單的決策方法,用以評估運輸計劃。本文使用可能性度量和必然性度量來處理模糊資訊,以避開模糊數建立及運算等問題,並使用樂觀準則·悲觀準則、α-樂觀準則及無偏好準則,來判定方案的排序。最後以高雄捷運系統計劃案,從事實例研究,同時以本文所提出的方法和Saaty的AHP法加以比較,由研究結果顯示,本文所提出的方法能提供較多的資訊給決策者,此外計算程序也比其他的模糊AHP簡單。因此適用於複雜、多層級結構的決策問題。
- 英文摘要: Transportation project evaluations are multiple-criteria decision making problems. However, eitherbecause of a lack of information or due to the constraints of human thinking, the evaluations of transportationprojects are usually vague and fuzzy. Unfortunately, Saaty's Analytic Hierarchy Process (AHP) does notdirectly use fuzzy theory to express fuzzy information. To solve this problem using a fuzzy measure AHP, thispaper proposes a new and general decision making method to evaluate transportation projects. This paperanalyzes fuzzy information using possibility measures and necessity measures to avoid algebraic operations onfuzzy numbers. This paper derived priority among alternatives by applying the optimistic criterion, pessimisticcriterion, (x-optimistic criterion and no-preferable criterion. The Kaohsiung mass rapid transit project wasused to conduct a case study. Moreover, this paper compared the fuzzy measure AHP with Saaty's AHP. Thefuzzy measure AHP can provide more information for the decision maker than Saaty's AHP; the calculationprocess is easier than for other fuzzy AHPs, so it can deal with complex, multiple-level decision makingproblems.
