- 中文摘要: 在討論日治時期台灣工業政策時,有所謂「農業台灣,工業日本」的說法。這在1930年初以前是對的。但本論文論述,日本人發展台灣農業不一定是因為台灣是日本的殖民地,而是因為台灣的自然資源非常貧瘠。 我們首先敘述日本人如何用現代科學與技術克服地理上的諸多不利因素來發展台灣的農業。我們先比較1900年與1940年的農業生產成果,並用1930年末的生產與其他國家的生產比較。台灣新興農業在40年之間不但有長足的進步,而且我們發現台灣的香蕉與鳳梨罐頭的生產佔據世界第三名,糖與甘薯,世界第四,茶,第六,稻米與花生,第十,鹽,第十三。可以說,當時沒有一個國家的農業有如此高度的成就。我們如果看台灣其他的產業,礦業,畜牧業,森林業,漁業,就可以看出日本人發展台彎農業,是因為農業確實有其比較利益。 我們又指出,日本人沒有發展台灣的紡織工業,肥料工業及重工業,是因為台灣的自然條件不夠,而不是因為台灣是其殖民地。這點可以從日本人在戰前的朝鮮,庫頁島,遼東半島,華北及東北已發展這些及其他工業看出。其實,歷史文獻也顯示,戰後南京政府工業化計劃也是根據比較利益以「農業台灣,工業中國」為基礎。戰後如果台灣沒有與中國大陸分離,台灣恐怕仍舊停滯在「農業台灣」的階段。可見戰前台灣農業之發展似與殖民主義無關。
- 英文摘要: This paper shows that, despite the usual summarization of "Agricultural Taiwan, Industrial Japan,"Japan developed agriculture on Taiwan not because Taiwan was its colony, but because Taiwan was one ofthe most natural resource poor countries in the world. We begin by showing how the Japanese used modernscience and technology to cope with geographical adversity and develop Taiwanese agriculture. We thencompare agricultural production in 1900 with that in 1940 for some major commodities, and compare outputin the late 1930s with that of other countries. Production of other primary industries, including mining,forestry, livestock, and fishing, are summarized. We conclude that comparative advantage motivated theJapanese to develop Taiwanese agriculture.
