• 中文摘要： 「永續發展」是90年代之後國際環保理念的主流，針對「永續發展」課題，在1989及1990年的七國高峰會議（G-7）結論，與1991年經濟合作暨發展組織(Organization for Eco-nomic Cooperation and Development, OECD)大會決議，以及1992年地球高峰會議所提出的「二十一世紀議程」(Agenda 21)中，均強調各國應致力於發展永續性指標(sustainabilityindicators)的技術，用以評估環境績效(OECD, 1994)。目前相關的指標研究，則依應用所需而由國際組織、國家或城市各自發展，其所界定的環境品質的內涵可狹義地指環境污染，至廣義地包含社會經濟及環境意識。 本文係按OECD提出的「壓力－狀態－回應：(Pressure-state-response, PSR)架構來建立臺灣地區的環境指標系統，並依照現有的環境資料篩選出十八個指標，並以臺灣地區二十二個縣市（澎湖縣除外）為研究案例，就各縣市十八個指標進行因子分析及複回歸分析，最後得到六個主要因子及指數，此六個指數分別是資源使用指數、空氣品質指數、工商傾向指數、環境體驗指數、上下水道設施指數及實質空間指數。最後計算各縣市當(1994)年的指數值，以比較臺灣地區各縣市的環境品質。
• 英文摘要： This study has tried to develop the environmental indices to evaluate the state of environmental qualityin Taiwan. The framework of indicators has referred to the PSR (pressure-state-response) system as wasstructured by OECD. In this framework, 18 indicators have been chosen to cover the EQs of a total of 22 citiesand prefectures in Taiwan. In the meanwhile, the factor analysis method has been employed to extract sixcommon factors out of all the 18 indicators. Then, stepwise regression method has been used to establish sixsubindices as well as the final composite index. The six subindices were the resource and energy, the airquality, the industry activity, the environmental awareness, the water and sewerage system, and the physicalenvironment.
